Diamonds were first discovered on the Barren Grounds near Yellowknife in 1991. in 1996 Indian Affairs Minister Ron Irwin gave Canada's first diamond mine conditional approval, subject to "significant progress in sixty days" on agreements between various companies. Ellen Bielawski was there. 2003.
